How the FTC Measured Cigarette Nicotine

The FTC's tar and nicotine ratings came from a standardized lab test, not a measurement of what a person smoking the cigarette experiences. Here's what the method involved:

  • The Cambridge Method. A smoking machine puffed each cigarette to a fixed butt length under conditions the FTC set in 1967, then lab analysts measured the nicotine trapped in a filter pad.
  • Identical machine settings for every brand. Puff volume and frequency never changed across the program's history, which let the FTC compare brands consistently, but only against each other under machine conditions, not against how real smokers actually puff.
  • Manufacturer-reported data. After the FTC closed its own testing lab in 1987, the five major manufacturers tested their own products and reported results to the agency under compulsory legal process.

How Average Nicotine Yields Changed Over Time

The FTC's sales-weighted nicotine average across all US cigarettes fell sharply in the program's early years, then leveled off. It dropped from 1.35 milligrams per cigarette in 1968 to under 1.0 milligram by 1981, and it has hovered in a narrow 0.87 to 0.96 milligram band ever since, including the final 0.88 milligram figure reported for 1998.

Testing didn't stop after the FTC dropped public reporting. Manufacturers still report nicotine yields, and the Centers for Disease Control and Prevention (CDC) has published its own analysis of that later data. Under that law, manufacturers must report each product's ingredients and a description of its nicotine content directly to the FDA, and a separate section of the law addresses disclosing tar, nicotine, and other smoke constituents to the public.
